What concerns me is that both countries began their nuclear weaponry under the auspices of cost effective nuclear power for their poor (although we always new Pakistan's development was at the generosity of the Chinese and in response to India's development). That evolved over time into nuclear weapons.

Looking at history I have to agree with Ronald Reagan on that - trust by verify. Korea wanted nuclear technology only for power, India the same, Pakistan the same, and now when Iran is being hounded over nuclear weapons they state that they simply want it for power. Trust, but VERIFY. The stakes are too high not to. Given their plan to wipe Israel off the face of the earth, we can do no less. Most concerning are Pakistan, India, Korea, and Iran - they are not members of the nuclear non-proliferation treaty.
