the United States must make dramatic policy changes to ensure Americans' safety seems to clash with your thread title.

>Did I miss something? From Princeton's own definition, nuance is "a subtle difference in meaning or opinion or attitude". Hardly equates to making dramatic policy changes.
Can't do better with English language, where nuance has the basic meaning of slight difference in color, then the meaning you quoted, and also the meaning of "nuancedness in behavior", i.e. a nuanced mode of operation. In diplomacy, that includes tact, gestures to show appreciation of your (grrr... again no word for "sagovornik":) person-you-speak-with, and smooth manners.
The dramatic change is required to achieve that (again?).
