In my opinion, it makes him a predator and he should be registered as sexual offender although I guess in Washington he hasn't actually broken any laws so that will never happen.

How can he be a predator if he didn't do anything illegal, unless we're going to loosen up the definition of predator to include guys who bother women in bars and so forth? What Foley did was wrong, but I think we need to get out of this black-and-white mindset that says that any sexual misconduct marks you as beneath contempt for life.
