IMHO, any adult who attempts to instigate a sexual relationship with anyone under the age of 18 is a predator. If the page was over 18 then it could be considered sexual harrasement, but it wouldn't make him a predator in my mind. He didn't succeed, but the intention was there. He will never be punished for it since he didn't technically break any laws but it was an abuse of power and he should be gone (thank goodness he is).
