That DBC have something different from NW:) Is DBC events enabled - I don't have an idea if that would make a difference?
I'd create a programmatic version of that DBC using home()+'tools\gendbc'. Then create a new one on a new folder (clean). Try with that one. Hope it helps to narrow down the problem.
