Most common of all IMO is that the person who did the interview, and has the authority to say yes or no, has their regular job to do and is caught up in some crisis there. You have to keep in mind that most interviewers, beyond the HR screening stage, fit it in while doing their main job. Guess which comes first? Obviously the hiring task will be prioritized when it's a priority position, but not all openings are for priority positions.

Sergey, will all due respect I didn't miss your point. I just said there are reasons for not giving a job applicant a decision the next day other than being a liar. If you want to say the interviewer should have picked up the phone and let the applicant know it's still open, I would agree with you. That would be the courteous thing to do. But characterizing the person as a liar because it isn't done the next day is too harsh IMO.

I would also agree with you if you said maybe the interviewer should not have promised an answer the next day.
