I do. Sometimes they will think they followed all the steps, yet the application does not work. It would be nice to "show" them from the page that the app is lacking the access privileges. I find that people believe the technical feedback showing right on a page more so than me asking them again and again, "please check the user privileges again" <g>.
Yes, I would assume some of that could be done from within the .NET Framework. Another approach would consist of using a robust approach within a Try/Catch to see if you could write something dummy into a test table, for example, or something similar to that.
