The reason I mention this, of course, is because in that story, they did this kind of stuff all the time. Except that instead of "Secretary of Defense", the title was "Minister of Peace", IIRC. His main function, of course, was to wage war.
Plus a few other ministers whose titles I don't remember, but equally contradictory to what they actually did.
