You may install Windows Multilanguage pack CD disk 1 and select either Simplified (Mainland China) or Traditional (Taiwan & HK) Chinese. You may get the Multilanguage pack CD from MSDN download.
If you don't have the Multilanguage pack CD, you may open the Control Panel and select Regional and Language Options. On the Language page, check "Install files for Ease Asian languages". If you are going to display or input Chinese in your VFP on the same machine, you must on the Advanced page select "Chinese..." in the Language for non-Unicode programs dropdown.
