Try:

1. Click Start , point to Programs , point to Accessories , right-click Windows Explorer , and then click Properties .

2. On the Shortcut tab, type the following text in the Target box:

%SystemRoot%\explorer.exe /e, /select, c:

3. On the Shortcut tab, type the following text in the Start in box:

%HOMEDRIVE%%HOMEPATH%

Then try launching Windows Explorer using the same start menu item you just modified.

If that doesn't work, research Panda to see if there are any security settings in place that disable it.

If that doesn't work, then try deleting the desktop.ini file.

If that doesn't work, you can try restoring to earlier restore point before you installed your last two programs...
