Do you have this all the time?

Is IE 7 running with the default settings?

You confirmed that no other software is running. So, I assume there is no Norton Internet Security, Zone Alarm and things like that.

Are you accessing the Internet through a proxy?

Have you tried to clear the temporary files of IE 7 and restarted it?
