I don't know about the UK, but here in holland it is reaonable cheap. I've got a 22Mbps download and a 2Mbps upload for 65 euros (tax included) a month, but I know there are a few cheaper than that. You can get broadband for about less than 20 euros a month with reasonable speed and services (mailboxes, homepage, spam and virus filters).
