Unfortunately (as recent past shows), When there is a will - there is a way.
I am sure that generals and other analysts in pentagon knew/presented all facts about outcome in Iraq (incl. Collin Powel) - but that outcome happened anyway.
What is keeping Iran safe at the moment, is probably Iraq disaster itself. Worse it gets less likely new 'ventures' are to occur. What if situation in Iraq was any better ?
