Free FileMon utility from http://www.microsoft.com/technet/sysinternals/FileAndDisk/Filemon.mspx may help you with troublshoting.

>The subject file is already in the winnt\system32 folder on the win2000 PC. Windows will not allow it to be overwritten but that is probably irrevalent because it has the same date as the one installed by Installshield.
