Hi Terry!
Are your searching for solution for MSChart or another ActiveX which can do so (as you wrote in message title)?

I don't familar with MSChart but I use Gigasoft ProEssentials (http://gigasoft.com/) with some code in event handlers to do something like that. It can automatically display coordinates under mouse. It has methods to convert screen coordinates to chart coordinates and vise versa. And I also use event handlers to coordinate chart cursor with VFP grid active record and vise versa.

Of course the library is fully compatible with VFP.
