One of the apps I wrote as an independent handled the GED application and scoring processes for the state of Illinois. It was there I learned social security numbers should never be used as a primary key. There are occasional cases of legitimate citizens not having SSNs or duplicate SSNs. By far the bigger problem is non-citizens making up numbers when they apply. Then they make up another one when they show up for the test.
