Never mind. Figured out what was missing.

I could not get the rights to undo his checkout because even though I was opening the VSS window at the server (remote desktop), it was already pre-set as myself, not admin. When I logged out of it I saw I could log-in as Admin, then it allows you to overrride and undo checkout for somebody else.
