I sugegst (may or may not help) that you follow up with a letter of your own to those whom the Minister copied.

I say this because a letter (different topic) I sent to my MP was forwarded to the Minister of Finance. 4 months later, not having heard from the Minister of Finance, I went to my MP's office in Toronto to ask what progress there might be. The young lady looked at me like I must be from Mars.
She explained to me that once a letter os forwarded that ends the process for my MP. It is up to me to follow up.
