MS seem to have no problems scaling to that number of users given a reasonably specced server.

I suppose it depends on the type of data manipulation the users are performing. If it's mainly just adding/updating/deleting records it shouldn't be a problem.

Maybe you could (to a certain extent) test the TS performance by moving some of your existing UK users over to Terminal Services. Of course the bandwidth available between S.A. and here is an additional factor...

TBH, I've used neither TS or Citrix enough to venture an opinion. Citrix seems to be generally perceived as more robust. But also more expensive :-{
Probably someone with more experience will chip in....
