I'm not an expert on Terminal Server, but from what I read the choice between TS and Citrix is not the number of users, but the services you plan to give to the users. The TS RDP protocol is "as good" as the Citirx ICA protocol, but Citrix offers many "add-ons", improved load-balancing, and many other features. But TS will support many users without problem. Citrix is expensive, so study the option before you go for it.
