If the user is willing to pay then you could perhaps unassemble the Foxpro/DOS runtimes and edit them into something more customized to your user's liking when running on computers and OS's unheard of when Fox/DOS existed.
The user may find that their priorities change quickly when the price is mentioned.
I'm not sure Sony would customize my current stereo to accomodate some moldy old 8-Track cartriges I'm sure I still have in the basement, but there had been some pretty cool tunes on them from my old high-school band and if I have the nice convenient size of the 8-track combined with the digital sound quality (remastered from the original dual microphone input) of my MP3 player I might get excited.
If the user wants to run the old apps - fine. Tell them they can run them to their hearts content until they run out of sources for old hardware and OS's.
Unless you gueranteed them forward HW and OS compatibility for more than a decade and a half, the problem is not yours.
