Runtimes, re-compiled .dll and previously I had manually registered the .dll using regsvr32. This time I used a COM+ application. I believe it had something to do with the anonymous user that was being used. The new security protocols apparently didn't work with it. Nevertheless, that was not an issue with the COM+ installation.
