The program determines what the user can get to and uses macro substitutions for every command. However your comments have given me the idea of extracting all those macro commands into a prg and calling that from the main prg. In theory this should work.

You actually don't need to ever run that prg, just add that prg to the project, and the project manager will find whatever that one calls. You can even have a little generator which would re-create that prg whenever you're building, so it would do that part of the checking for you.
