Well... you can still use a three tier architexture... but, these tiers would be logical... since the Business Rules are [pysically tied) to the SQL server, if they wanted to scale they would have to increase the SQL machines performance.
So, you will be writting a system with three locical tiers, but two physical tiers.
Have you approached the idea of COM objects with them? Perhaps the don't understand or know this concept.
