I don't see it like a problem. They don't have to know Fox(but best if they would) and they could be paid in non-profit style organization.

On my blog, I offered real solution with budget(simple) on my blog that would satisfy both parties(non-profit). I could play with the time frame a little to make it .NET(64-bit) and will still not cost a lot to us.
It may not be LINQ compliant because we are keeping current syntax but could be more easier to upgrade to SQL server if it neeeds too.
They just need a little push and imagination
