I suppose that's a possibility since you are creating the deployment package on Windows Server 2003...although we've had lots of folks deploying MM .NET assemblies with their projects without a hitch, there may be a bug in the Visual Studio deployment package that no one has run across yet.
Can you build an empty deployment package that only references the MM .NET assemblies and see if it installs on an XP machine? Or if it's easier, try creating the deployment package on a Windows XP machine.
