When my son trained to help with freshman move in at Amherst, part of the training was lots of repetition of "don't give the freshman alcohol." OTOH, the schools need the kids to know that they can call on security and health services when there's a problem. So they have to walk a careful line, kind of like the one we do as parents when we say "We don't want you to do this, but know that you can call at any time and we'll come rescue you."
