I would be happy with a "DBF on steroids" standard. It can be a free table for me. With 64 bit, long file names (32 chars is enough), native encryption. Naturally with indices and buffering and a local data engine that ran in several OS.
Did you evaluate Codebase? Wonder why Google hasn't purchased it? Sounds like the kind of "crazy idea" they want to hear about.
