Marcia, I would be very cautious before accusing someone of stealing his/her paycheck. Unless you know very well every details of his/her job, you're not in a position to judge his/her performance.
I'm being paid for 7hrs/day and I'm normally at work for 8 hours and more. If I loose 30 minutes/day surfing the net, I'm I stealing my paycheck? If I do a couple of hours of overtime (not paid) or I come in on the weekend, can I take it more relax at work when it's calm? It's given-given in my book, give me some loose and I will give you some. Check how I spend every minute of my workshift and I will not give you one minute more.
Evaluate me on my deliveries, not on how I spend my day.

When you said that you could work fast and multi-task, I pointed out to you that it is impossible to do your job when you are on-line every 5 minutes. I also pointed out that accepting a pay check for spending time on the UT when you should be spending time doing your job is the same thing as stealing.
