If the manufacturers would provide stickers for the cars with a mpg rating then it could work. People might actually purchase more efficient vehicles. Of course, they could just start stealing stickers... :o) It would have to be something permanent. When you purchases a vehicle it is rated for its efficiency on the sticker.
