I don't have an emnpty machine that doesn't already have VS 2005 or VS 2003 installed on it, so I can't try this out, but my guess is you'll probably need the 90-day trail version of Visual Studio. Again, if you haven't already done so, I recommend checking out the Microsoft Empower program:
