I'm not sure what else to tell you. Unchecking the printer environment option on the menu is the only way I know that affects whether it's saved or not.

It's possible that something is corrupt in the report. On occassions when things make absolutely no sense, I have started fresh and created a new report and then copied the objects to the new one. Sometimes that works .. sometimes not.
