Did you try with other browsers? I would try first with Opera, being the superior option (IMNSHO), next with FireFox.
Being the default browser or not should make no difference - "default browser" simply means that IE is opened when you double-click on an HTML file, or activate a link in certain programs (such as E-Mail).
OTOH, perhaps your your ISP has controls in place to allow browsing only through certain programs.
