FTP upload fails when ran thru EXE, but not IDE.

After doing a bit more investigating I found that the FTP connection is failing. I think it is a permission issue with Vista. Normally, Vista prompts me to see if wish to allow the application access to the internet. This only occurs once after the application built and ran. But because I have already granted permission to Foxpro I do not get the prompt. But the standalone executable does not have the permission (it is reset to deny when it is rebuilt. I need only to figure out how to grant the application permission to the internet. (i hope).
