I haven't tried, but I believe it should work in Group Header the same way as in the other bands. The float means, that the objects flow (up or down). If for some reason you can not make it to work, you may try a neat trick by Cathy Pountney: put a horisontal line beneath the objects for the whole width of the report and set it to float. Then all other objects under this line will float correctly too. Once you got it working correctly, you may set its pen to 0, so this line would not be printed.
If it's not broken, fix it until it is.
