I was searching this forum to find a solution for this error when running:

oOutlook = CREATEOBJECT("OUTLOOK.APPLICATION")

the error is:

OLE error code 0x8007045a: A dynamic link library (DLL) initialization routine failed.

And I came accross this message to fix a problem with the registry. This fixed my problem but I am still running Norton AV and I'm wondering what problems this may cause if any?
