The link's just out of date as Microsoft moves content around on their MSDN site. '404' is simply the HTTP response code for 'not found'.

Visual FoxPro 9.0 Service Pack 1 (SP1) is the current release. You can download it from http://www.microsoft.com/downloads/details.aspx?familyid=1c06e35d-10a2-4a05-84fc-495b3a73ecf7&displaylang=en.

Service Pack 2 (SP2) and the Sedna add-ons for VFP 9.0 are currently in Beta release. You can download these for testing purposes but they are not licensed for nor ready for production so you should not install them on a primary development machine.
