You need to build your project into an FoxPro EXE.

Then use Innosetup to create the setup EXE. The Runtime installer installs the runtime files. Those are only DLLs and located in the Common Files\Microsoft\VFP folder. Without a FoxPro EXE you cannot distribute APPs and FXPs with VFP 8 or 9.
