Folders under Documents and Settings (i.e. user profiles) get special treatment. Users can choose to make these folders "private" - if they do so, everyone except them (even local Administrators) are removed from the Access Control List (ACL) and privileges are set to not propagate down from parent folders. If this is what's happened the easiest thing to do is to log on as each user, and re-set the profiles back so they are non-private. Then you should be able to get the access you want.

If you're just trying to share documents in a user's My Documents folder, I think there's a wizard that lets you do that easily.

To avoid special treatment of the Documents and Settings profiles, and also of the root folder of a drive, it's usually a good idea to set up a new folder for sharing stuff e.g. C:\NetShare, and working with that, rather than messing around with user profile folders or root folders.
