No it's not. Oliver North was Deputy Director of political-military affairs and presented the plan to McFarlane and then later to Poindexter, who then followed through with it. It was finally found that National Security Advisor Poindexter had personally authorized the diversion of money to the Contra rebels while he was keeping the information from President Reagan (officially, but I think Reagan knew especially if you consider his speech on November 13th). The CIA's Casey played a part but died during the hearings.
