Is this what you're talking about? "C:\Program Files\Microsoft Visual Studio 8\SDK\v2.0\Bin\mscorcfg.msc" Run that, it brings up the 2.0 Framework Configuration.

Mine was in the Control Panel under "Administrative Tools".
