Yes, but it is not installed with the Framework anymore. You would have to install the SDK on the client to get that Configuration Console. It doesn't sound like that big of a deal to install it, but when you have to validate every install with your network admin and they have to validate with their higher-ups in other offices in other countries, it is a huge pain.
