One, you're assuming that the CIA would consider advice from the FBI before 9/11. Second, the security camera was not intended to capture a plane flying into the Pentagon. It appears as though its purpose was to record cars, as it's just beside a road entering the Pentagon, and in the video easily found by using Google, you can indeed see a car passing before the camera (at a speed considerable slower than 914 km/h).
