It appears as though its purpose was to record cars, as it's just beside a road entering the Pentagon, and in the video easily found by using Google, you can indeed see a car passing before the camera (at a speed considerable slower than 914 km/h).

And you assume that the headquarters of the United States Department of Defense was taking its security lightly using some cheap o cameras.
