Ok, so if we give a mayor 1 million dollars for rebuilding there (restructuring) intended for a community center, 2 schools, and the water system; and the mayor gives that money to insurgents to keep the peace (or because he supports them), then who is responsible?

>>I say we go out and get all of the food, drugs, money, and weapons that the enemy has acquired from us. The majority of the wasted money over there is due to corruption within the Iraqi system and it getting diverted to the other side (many times to keep the peace in an area and appease the enemy).

>I don't care where the money ended, as long as it returns. And we have the signatures of those who gave the money, and of those who took it firsthand. What happened later is their problem, as long as they are either providing good justification (and no overcharging), or returning the cash. Or going to jail, whichever comes first.
