>Ok, so if we give a mayor 1 million dollars for rebuilding there (restructuring) intended for a community center, 2 schools, and the water system; and the mayor gives that money to insurgents to keep the peace (or because he supports them), then who is responsible?
Whose signature is on the receipt? Who took the money and didn't deliver? Who gave the money and didn't bother to check? Who gave the money and made sure any whistleblowers would be shut up? Who gave the money and refused to join the whistleblowers' lawsuit?
I'm getting seriously PO'd over this. Not just that the money goes into the wrong or wronger hands, it's that they flatly refuse to do anything to check where the money went. The bottomless barrel seems to be the main feature of the project (and yeah, I agree, it's not Vietnam II, it's Enron II). And there's some of my money as well, so as I can't be represented, I can at least be PO'd.
