Keeping the rest of the world at a primitive level where thats not achievable isn't an option. And the incentive to NOT become a member of the club is sooo... let's see who the members are: China, India, Pakistan, Israel, North Korea (did I forget anyone?). Now we all know how these countries were ostracized, isolated and generally punished by the whole global community and specially the U(S+K).
OTOH, we all know how Iraq was rewarded for NOT having achieved nucular independence.
