I think things are somewhat heated, so I'll limit myself to the following response:
I think this is something the current award winners should be discussing along with some other leaders in the community, including former Fox Team members. Individuals who understand the history of the community. That's an interpretation that meets your needs. An equally valid alternative is that a "community" award ought to involve the community rather than a self-selected few. If you want to hand out Foxgang awards, go for it. FWIW, I also reject the idea that a self-selected elite has a monopoly on understanding anything that matters.
Question: what is to stop somebody else apart from you deciding they are in charge and giving a community lifetime award to Crunchy the Clown? If it's not necessary to seek Community approval, there's no impediment that I can see. Clearly the process is faulty.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
-- Shakespeare: Coriolanus, Act 1, scene 1
