can you reproduce it on these particular machines? If yes, I'd run FILEMON to see what errors are reported during the file operation.

Is the file residing on a server? Maybe Disk Quotas are involved here preventing VFP from creating a copy because there's not enough space.

Or it's a permission problem. Users might have the permission to rename files, but not create a new one. Or there's some pending operation going on that prevents VFP from creating the new file.

Without monitoring what is going on, it's hard to say what is causing this.
