>I just meant "leave enough so they can survive to pay the rest", IOW create a payment plan. Just like any other damage is taken off one's salary until paid.

Does that include taxes or fines for the years they were here illegally? If they made up a social security number and used a different one at each place they worked, how can they go back and present that # to apply those tax payments once they are legal? Most don't even know the number they put down. All things to be worked out. My number was used by illegals in Texas, Florida, and North Carolina. I didn't even know it until it finally made its way to someone who decided to use it for more than paying taxes but for opening up 40,000 worth of credit and not paying a dime and then 3 months later when the credit card companies caught up with me and sent notices I had to be the one to prove that it wasn't me that opened the accounts. The fact that the address given at the time of applying for the cards was in another state is the only thing that saved me. And I'm not saved yet. Now I am waiting for a postal investigation to complete before I can even finish up the legal resolution. When your identity is stolen you have to prove it was stolen and that is difficult to do.

As to taxes, (my Aunt works for the IRS) if I don't pay my taxes I get a tax bill when the IRS catches up with me. I am then charged for those taxes plus fines and interest for the late payments. It is up to the IRS if I am allowed to make payments on back taxes or not, by law, they are due immediately in full. Sometimes the IRS will allow for a payment plan and sometimes they will just grab every bit of your income from your bank account automatically and freeze the account. Then comes jail for tax evasion. There have been numerous suits when the IRS freezes bank accounts and takes not only income but social security payments and disabled payments as well which by law they cannot do. It takes a lot of legal fees to sue and get it fixed and by then the person is destroyed and without money for food and housing. Many cannot afford the legal fees to get it resolved. There are a lot of issues that need to be fixed for citizens let alone illegals. My point is that I don't think unpaid taxes should be forgiven for illegal immigrants unless they are forgiven for citizens as well and if you forgive unpaid taxes, who will pay taxes at all?
